The Independent Review of bullying and harassment at the Bar, led by Baroness Harriet Harman KC, documented serious and widespread concerns. Everyone at the Bar, from Heads of Chambers to support staff, has a role to play in addressing bullying and harassment.

This training builds understanding of what constitutes bullying and harassment, how to identify it, and how to respond. It covers the regulatory and legal framework, the findings and recommendations of the Harman Review, and the practical steps chambers can take to create a safer working environment.

Bullying and harassment include any unwanted behaviour that intimidates, humiliates, or offends another person, whether intentional or not. Under the Equality Act 2010, harassment also covers behaviour related to a protected characteristic. In chambers, this can occur between barristers, pupils, clerks, or staff.

Training helps create a safe, respectful, and inclusive working environment. It ensures everyone understands what constitutes unacceptable behaviour and how to respond. The BSB expects all chambers to take active steps to prevent and address bullying and harassment.

Everyone working in chambers should complete anti-bullying and harassment training, including barristers, clerks, administrative staff, and pupils.

The BSB recommends that training be refreshed every three years, or sooner if there are policy or personnel changes.
